1.Check the car and its papers
How to do itShow lessAsk for the VIN and photos of: Zulassungsbescheinigung Teil I, and of the certificate of conformity (COC). The name on the papers must be the seller’s.
2.Have it inspected before paying
How to do itShow less4 recommendationsAn independent inspector or garage near the car, chosen and paid by you. It is the one cost that can stop you buying the wrong car.
3.Pay in person, against the keys and papers
How to do itShow lessNever a deposit at a distance. Leave with all the originals:

4.Germany: deregistration and export plates
How to do itShow less3 recommendationsAgree the deregistration (Abmeldung) with the seller. To drive it home you need export plates (Ausfuhrkennzeichen) from the registration office: valid inspection (HU), a special policy and the tax paid. German short-term plates (Kurzzeitkennzeichen) are only valid in Germany.

5.Decide how to bring it home
How to do itShow lessCar transporter (the calculation gives the price) or collect it with plates valid for the trip. Without valid plates, the car cannot be driven.
6.VAT check at the Agenzia delle Entrate
How to do itShow lessA private buyer of a used car from the EU normally pays no VAT in Italy, but the Direzione Provinciale of their tax domicile must check it before registration: file the request with the originals. It has 30 days (30 more if it sees a fraud risk) and sends the result to the Motorizzazione. The purchase data (“censimento”) must already be filed: an STA does it.

7.Foreign papers and translation
How to do itShow lessZulassungsbescheinigung Teil I and Zulassungsbescheinigung Teil II are handed in and withdrawn. If they carry entries outside the EU codes (remarks in German), a translation sworn before a court is needed. For the technical data: supplementary technical sheet, manufacturer’s certificate or, failing that, the COC.
Ministry circular no. 9716 (23/03/2023): nationalising an EU vehicle
8.Roadworthiness test: the “4 + 2” rule
How to do itShow lessAn EU car does not need a “visita e prova”. But if, under the Italian rule (first test at 4 years, then every 2), its test has expired, it must pass the revisione before driving in Italy. One done in the country of origin counts if it is on the papers.

9.One application at an STA: registration, PRA and plates
How to do itShow lessThe “istanza unificata” goes to the Motorizzazione and the PRA at once. An STA (Motorizzazione office, PRA office or an authorised agency) fills it in online, collects the fees and the IPT from the calculation and issues the Documento Unico.

We compare prices in the 25 largest cities, at equal year and mileage, with the cheapest cars in each.
See the city rankingBecause in Italy the imposta provinciale di trascrizione is paid when the car is entered in the PRA, also when it comes from another EU country. It depends on the power in kW and on the province.
Each province may raise the base rate by up to 30%. We show the minimum and the maximum; your province publishes its own rate.
Only if the car is “new” for tax purposes: under 6 months since first registration or under 6,000 km. For a used car, no.
